Training & Technical Assistance Programs

TNOYS is awarded training and technical assistance contracts for each of these programs.

TNOYS operates a program to provide training and technical assistance to STAR Contractors, to federal Runaway and Homeless Youth (RHY) grantees and to the 15 Community Youth Development sites in Texas.

Below is general information regarding the RHY, STAR and CYD requirements. Please scroll down for further details.

For more information on any of these programs, please visit the program-specific pages.

STAR, RHY & CYD Requirements TNOYS is funded to provide information, training, and technical assistance to STAR, RHY and CYD programs in Texas.
Information TNOYS Resource Library & resources/information received by calling the TNOYS office.
Training STAR and RHY trainings, workshops and presentations identified by providers and announced in the TNOYS Training Schedule.

Requests for CYD training are generated by specific CYD sites and submitted to TNOYS’ CYD training and technical assistance specialists.  CYD trainings are provided on-site to the 15 CYD sites individually.

Technical Assistance (TA) Program specific, requested assistance planned to strengthen or enhance operating procedures or service delivery in programs funded by STAR, RHY or CYD.  TA is individually tailored to the agency requesting it. It is a collaborative process (between the agency and TA provider) for strengthening and enhancing program management, administration, client services or community and/or intra-agency relationships.  The process includes assessing, objective setting, planning, meeting and reviewing (evaluating).
Differences Between
TA and Training
Technical assistance requests come from an ongoing collaborative/interactive relationship between agencies, TNOYS and TA providers, and funding sources. As opposed to training, TA is:
  • provided to a single agency rather than open to the public.
  • designed to meet unique needs of a program or organization by addressing specific concerns or challenges, rather than the general needs of a diverse group.
  • a collaborative, interactive process rather than a presentation from an “expert."
  • intended to generate ideas and evaluate specific situations and systems, and consider new options.
  • goal-oriented in a more program-specific way than are trainings.
TA Requests Requests for technical assistance are generated by specific STAR and RHY providers and submitted to TNOYS’ training and technical assistance specialists. Requests are prioritized as follows:
  • New providers.
  • Providers who make requests early in the fiscal year, before the TA budget is expended.
  • Providers making requests in response to suggestions made by their STAR Specialists, or in response to RHY monitoring.
  • STAR providers serving new rural counties.

Requests for CYD technical assistance are generated by specific CYD sites and submitted to TNOYS’ CYD training and technical assistance specialists.

TA Providers TA providers generally work at member agencies, are trained to facilitate the TA process, have identified skills in various resource areas, and are supported by their agencies in being part of our TA provider pool.
